Erro
In Portal for ArcGIS Map Viewer, a new feature record can be submitted even if a field with 'Allow Null values' set to 'No' is left empty.

The behavior for handling the non-nullable field values without default values will not change. This is long occurring and stems from how ArcGIS Pro handles publishing in these scenarios. Technically, " " is not null, therefore it is not getting flagged as invalid. This is by design and is meant to work this way.Solução Provisória
Update the template to not show a value of an empty string. This is what is occurring when publishing from ArcGIS Pro.
