In ArcGIS Web Appbuilder, when setting the Splash widget to not allow users to disable the splash screen on startup, the splash screen is not displayed for those that have previously disabled the splash screen.

Solução Provisória

Clear the browser cache for the splash screen to be displayed. Other users that have opened the application and disabled the splash screen must also clear the browser cache for the splash screen to be displayed.
