The behavior of the text in the graphics layer of the map view is expected because when the map is rotated, the text display in the graphics layer builds upon that rotation. Due to the map having a 60-degree rotation, any text in a graphics layer that also has a rotation of 60 degrees appears to have a rotation of 120 degrees. The text preview in the Element pane for the graphics layer text does not take map rotation into account.
