The "Tool is not licensed" error message is incorrect and is to be fixed, but a new error message is now returned stating that the input does not exist, as the provided script uses a layer name which does not exist when run in Python.

Solução Provisória

Downgrade the new toolbox (.atbx) to ArcGIS Pro 2.9 and use the legacy toolbox (.tbx).
