Erro
If ArcGIS for Server service folders are secured in ArcGIS Server Manager using Built-in Authentication and ArcGIS Server is subsequently federated with Portal for ArcGIS, the previously secured folders are not visible in the REST services directory.

Solução Provisória
Unfederate ArcGIS Server from Portal for ArcGIS, set the folders to public, and refederate. Addtionally, though the folders are not visible in the REST services directory, they can be accessed by manually by entering the folder name into the URLEtapas para Reproduzir
