Solução Provisória

Republishing the service will fix the issue. To bring the site back up quickly:

Kill the Javaw process tied to the close_wait PID.
Run netstat -AON.
Note PID showing state of close_wait.
From the Task Manager add the PID column to view.
Search for PID noted above (should be tied to a Javaw).
Right-click and PID and End Process. It may take a minute or two for the site to come back.
Stop the affected service in the server manager.
