Hosted tile services published from tile packages do not respect resampling at coarser levels (zooming out past the minimum level of detail).

Resampling does not go from large scales back up to small scales, but is used to resample the last cache level which enlarges the last cache picture available. This enables the map to display data uniformly down to the largest scale level. Refer to https://support.esri.com/en/technical-article/000014822 for more information.Solução Provisória
Create tile packages with a level of detail (LOD) of 0-19. However, this is not a feasible workaround in every case, as not everyone requires including 0-19 levels.
