Ensure the format of the feature class used for the Primary Table in the Create Locator tool is similar to:

DataOwner.Feature_Class_Name

If the Create Locator tool has to be run by an operating system (OS)-authenticated user in the format of 'AVWORLD\JAC11936', another user in the database can own the primary table feature class, such that the feature class is in the format of 'DataOwner.Feature_Class_Name' and edit privileges can be granted to the OS-authenticated user. The tool behaves normally using this method.
