This issue is identified and fixed in ArcGIS Pro 2.8.Solução Provisória
Change the field order on the resulting feature layer (in a temporary manner) after the export.
Note: This does not help for users who are trying to export out to tables. For example Excel (no amount of changing the field order creates a permanent change).
