The Solution is to save the iran.txt file in Unicode format, then use tbl2tbl or tbl2gdb tool and farsi characters are good.Solução Provisória
The workaround for this bug is to open the file in Microsoft Excel, format the fields appropriately for the data type each field contains, then save the file as an XLS. Then the data imports to a geodatabase correctly.Etapas para Reproduzir
