Decreasing the DPI to 193 and below gives the correct results.
Use the vector tile service since the USGS layer and vector tile layer are both topographic basemaps with contours. Refer to the following link for more information: https://basemaps.arcgis.com/arcgis/rest/services/World_Basemap_v2/VectorTileServer
