This issue is not a bug. This new error is created because a new setting is added to ArcGIS Pro. Based on the release notes for ArcGIS Pro 2.9, the 'Ensure map is set to allow assignment of unique IDs' option is added when sharing or overwriting web feature layers, map image layers, or map services. Solução Provisória

Navigate to the Share As Web Layer pane.
On the Configuration tab, select Configure Parameters.
For Settings, uncheck the Ensure map is set to allow assignment of unique IDs option.
