Enabling time on a feature layer that is associated with a scene layer fails in ArcGIS Online.

Solução Provisória

Before publishing the layer from ArcGIS Pro, set a time filter in the Time tab of the layer properties. If the layer is published with this setting, time is automatically enabled for the feature layer after publishing. Time can be disabled for this layer, but enabling time again will result in the same error.
