The behavior observed in 10.4 is the correct As-Designed behavior (the behavior observed in 10.3 was a bug that was addressed in 10.4). If the Impedance attribute is to be different from the Distance or Time attribute, then the Impedance attribute must have Units of "Unknown". This is because a Travel Mode can reference at most one attribute that has units of distance, and at most one attribute that has units of time.Solução Provisória
