When you add web services to the map, there are a lot of different types of web services. When you add WMTS services with different coordinate systems, they need to be added as a "WMTS OGC Web Service". The steps included are adding WMTS layers as a "Tiled Layer". Tiled layers are only for tiles that use Web Mercator and use the standard tiling scheme that ArcGIS/Google/Bing uses - they are intended for use with "other" tiling systems than WMTS or ArcGIS Server layers.
