Workaround:1) Place GraphicsLayer above all the other map resources.2) Set the PrimaryMapResource to a non-graphics layer. Leaving it empty will cause the GraphicsLayer to be taken as the primary map resource as it is seems it is assumed to be a cached resource (first cached resource is set as primary map resource unless otherwise specified :: http://resources.esri.com/help/9.3/arcgisserver/adf/dotnet/developer/ADF/control_map.htm).
