For raster and service-based elevation sources, ArcGIS Pro's rendering will choose an appropriate levels of detail (LOD) based on the viewing distance and display with lower or higher resolutions. This is by design to conserve resources during rendering a scene. If there are 'hero' features such as a ridgeline that need to retain their shape, the recommended workaround is to create a TIN for this area and use it as one of the sources for elevation. TIN datasets are always displayed at the same resolution using the triangles provided. As to the behavior when paused, even when the display is paused; in ArcGIS Pro, the camera or extent can be moved while paused, and the same multi-LOD display logic will be applied with the currently loaded data. So, this behavior is also as-designed.

Solução Provisória

To use an elevation source that does not change LODs at different zoom levels, convert the elevation data into a TIN dataset. TIN datasets are always displayed at the original LOD.
