Select the desired annotation layer (in this example, Sub_Condo_Coop_Anno_OLD) in Contents.
Click the Data tab, select Subtype.
Select every domain with the same domain force.
Click Save.
Navigate to the attribute table and domain column. The domain drop-down appears.
