Solução Provisória
- Turn off Show excluded values in the symbology panel for the Percent Occupied Housing layer.
- Add a new feature layer only displaying the excluded values.
- Place the new feature layer for excluded values in the correct legend column.
The desired legend is shown in the picture below:
