ArcGIS Pro crashes or having a slow performance when running the Create Map Tile Package tool with the Japanese language pack.

This issue is due to Esri online basemaps being used in the provided test data. Since creating TPKs of Esri's basemaps with the Create Map Tile Package tool is not supported, we have added an analyzer that ensures that the TPK generation will not start until the layer in question is removed from the map.
