ArcGIS Online fails to properly read the aggregate metadata of the Security Assertion Markup Language (SAML) federation if the Extensible Markup Language (XML) namespaces used in the EntityDescriptor element are defined in the EntitiesDescriptor element rather than the EntityDescriptor element.
