Workaround 1:

1. Open an existing hosted feature layer in ArcGIS Pro.
2. On ArcGIS Pro, select all the records and delete them.
3. Save the changes.
4. From a local copy of the data, copy the records (the same amount of data), paste them into the service, and save the changes.
5. The layer size will be accurate.

Workaround 2:

1. Open an existing hosted feature layer in ArcGIS Pro.
2. On ArcGIS Pro, select all the records and delete them.
3. From a local copy of the data, copy the records (the same amount of data), paste them into the service, and save the changes.
4. Use the Rebuild Indexes button on ArcGIS Online.
5. The layer size will be accurate.
