An error is returned when publishing an X,Y event layer with feature access capability enabled (Query only) in ArcGIS for Desktop 10.3.1.

1. Publish the service as a map service.2. In ArcGIS Server Manager, go to the Service, and click Capabilities.3. Check 'Feature access' and click 'Save and restart'.
