Alias changes to the default fields of a parcel type are not honored when the changes are made through the Catalog pane.

Solução Provisória

After adding the parcel fabric to the map, open Fields through the Contents pane and edit the alias. The alias changes for the default fields do work when done in this way. It has to be done every time the parcel fabric is added to the map.
