Erro
After publishing a map service using an MXD, the service does not start, but MSD-based map services work on machines using ATI Rage XL video cards.

Solução Provisória
Uninstall the video card driver and reboot the machine, once it comes back up Windows Plug n' Play feature should kick in and use a Windows 'default' driver. This will allow the map service to start even if the minimum SOC process is set to something other than '0'.Etapas para Reproduzir
