Erro
After enabling pop-ups in one layer of a map service in Portal for ArcGIS 10.3.1, other layers automatically have a pop-up that populates with a message, "No information available."

This behavior is a known limitation. The pop-up is displayed as the underlying query is run to determine if a feature is selected. If a feature is selected, then the expected pop-up is displayed but if a feature is not selected then "no information available" is displayed as the message for the pop-up. We apologize for any confusion this may have caused.Solução Provisória
Add the layers to the map service individually one by one to avoid the "No Information Available" pop-up window for clicking on any area inside the web map without any features.Etapas para Reproduzir
