There is ongoing research being done on various types of map/scene view interaction, this issue was merged into another one specifically for addressing some of these concerns. There is no set time/release when this is slated for implementation.Solução Provisória
Add an event handler for the view's "drag" event and use its stopPropagation method.
For example:
var view = new MapView({
container: "viewDiv",
map: map,
zoom: 4,
center: [15, 65]
});
view.on("drag", function (event) {
event.stopPropagation();
});
