Photo attachments are missing for public surveys in ArcGIS Enterprise when the survey is submitted by an anonymous user and the submitter has the ‘Only add new records’ permission.
In the ArcGIS Survey123 website, navigate to the Collaborate tab, and update the What can submitters do? section to Add and update records.
Alternatively, if users do not want the public to update records they can temporarily add an image question to the survey and then remove it. The workflow seems to fully enable attachments on the feature service.
