Synopsis
The promote.dat file in the primary and standby portals causes constant creation of db snapshots in the standby arcgisportal folder.

Alternate Solution
Delete the promote.dat file in the primary machine and let the standby machine get a new db snapshot, then verify that the promote.dat file does not exist in the db directory in the standby machine. The recovery.conf name should remain recovery.conf, and it should not create any more db snapshots.
