While applying labeling from layer properties to a layer created by selection, it dishonors the selection and applies labeling for all the layers.

There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. 対処法
There are two workarounds for this issue.Workaround 1:1. Use the Make Feature Layer tool.2. Create the feature layer using the query within the tool.3. When the layer is created, apply the required labels.4. This retains the labels only for the selection.Workaround 2:1. Select a few features using the Select Features tool.2. Right click the shapefile present in Table of Contents > Selection > Create Layer from Selected Features3. A new layer is created from the selection in Table of Contents.4. Export the data, then make changes to it by selecting the features. Right-click the layer > Data > Export Data.5. Apply the changes on the newly created features.
