When Web AppBuilder Developer’s Edition is configured with Portal for ArcGIS, KMLs added (also using the Add Data Widget) send a request to ArcGIS Online’s sharing proxy (utility.arcgis.com) instead of the portal’s sharing proxy. Due to this behavior, the KML fails to load in portals configured with disconnected environments.
