When viewing the web app without signing in to the organization, the Basemap Gallery widget is not honoring the basemap group set in organization settings only.

This is the expected behavior. The organization setting for anonymous access is turned off, hence the group and the basemap is not publicly viewable. When not signed in (anonymous access), the basemap gallery shows the default and cannot show the map from the group. It works as expected after switching anonymous access on.再現の手順
