When using the hub submodule to clone an ArcGIS Hub site, the following error is returned: "Exception: Unable to create group. You do not have permission to create groups with external members."

Core teams are currently not created for organization members that do not support partnered collaboration (a designation that is held across ArcGIS Online). This includes Trial, Personal Use, and Developer licenses. Sites and content groups are created; this is a known limitation for core teams right now. This is the case both in the ArcGIS Hub application and in hub.py due to the known platform limitation, and therefore this is not considered buggy behavior. The ArcGIS Hub product team is considering further enhancements in 2024 to allow users to add collaborators within their organization across license types.再現の手順
