不具合
When using the filter expressions 'is not blank' or 'is blank', the filter does not give the correct result in ArcGIS Online Map Viewer.

This is as designed. When the field value is empty string (white-space), it is not treated the same as null. Make sure blank fields are actually null, and not empty string.再現の手順
