When using ArcGIS Web AppBuilder, the select features from the 'Districts' feature layer is disabled when zoomed in; zooming out allows features to be selected.

- Uncheck the layer from the layer list.
- Create a new application from the web map.
- Uncheck the layer; electric cable or gas cable.
