不具合
When using a custom basemap with the WGS84 coordinate system (4326) and previewing referenced map services and tile layers in Category and Gallery cards in ArcGIS Enterprise Sites, the extent centers to the 0, 0 location, and the web service is not displayed on the map.

対処法
There is a workaround for the Gallery card in ArcGIS Enterprise Sites. Select New Tab for Options.
