不具合
When using a CSV file to append data to a hosted feature layer, the editor tracking information is updated with the data or layer owner information.

対処法
1. Publish the CSV file as a hosted feature layer.
2. Click Export Data > Export to FGDB.
3. A file geodatabase is created in the Content tab which can be downloaded.
4. Use the FGDB to append data to the hosted feature layer.
