Issue not reproducible. Suspect the user shared the initiative template item but not the website solution to the organization. Check sharing on the solution item containing the hub site app. The publisher must see both the template and solution.対処法
Having the role of administrator allows the user to successfully create new initiatives off of templates shared with the organization.
