When uploading map tile packages in .tpkx file format from ArcGIS Pro to ArcGIS Online, all tile scales are displayed.

The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.対処法
Run the Create Map Tile Package tool from ArcGIS Pro using the .tpx file format. This way, when publishing in ArcGIS Online, the scales are displayed based on the minimum and maximum level of detail set. If scales out of this range are selected, no data is displayed.
