When trying to change ownership of items, the following error message is returned, "Unable to reassign item, target user cannot manage these groups '<Group ID>', the item is shared with."

The administrator must be able to transfer ownership of organization-level or publicly shared items after the June release of ArcGIS Online.対処法
As the item owner, set the item sharing level to Owner. This un-share the item from any group the item owner does not have sharing access to.
