When the Hosted Downloads check box is checked for content in the ArcGIS Hub content library, KML is not listed as a download format.

The issue of KML being an unsupported format is a known limitation. Similarly, the export option on the home application in Portal for ArcGIS does not support KML. This is because KML is not an export format that the createReplica operation supports. Hosted downloads uses the createReplica operation for a more robust and reliable download experience. If users have critical workflows that depend on KML files, continue to using the existing download system.対処法
Uncheck the Hosted Downloads check box as it uses the ArcGIS Hub download system for generating download files. This system uses the service's query operation instead of createReplica.
