不具合
When the elevation mode is set to as 'Relative to ground', the 2D feature does not follow the elevation change on the ground in Scene Viewer in ArcGIS Online.

参考情報
The described behavior for polygon features rendered at 'Relative to ground' is considered as-designed. Only when features are set 'On the ground', they follow the terrain as they are getting draped. In any other elevation modes, the vertices get connected with straight lines in map spaces.対処法
Behavior is not seen when 'elevation mode' is set to 'On the ground'. This can be used as a workaround (subject to workflow needs).
