When starting the workflow Start step in ArcGIS Pro, if text is entered in the user prompt field, it fails to complete the job.

This defect has been logged for a retired version of ArcGIS Pro. If users continue to encounter this error in a supported release of ArcGIS Pro, please contact Technical Support.Workaround
To complete the step, click Pause and then click the green tick icon.
This occurs if no text has been typed in the Step Help parameter under Options for the Start step. After entering text and clicking Save and Activate, the step does not hang on 'Running...' when executed in ArcGIS Pro.
If all the text under the Step Help parameter is subsequently deleted, then saved and activated, the problem does not return.
This is done in ArcGIS Enterprise 11.0 (installed using ArcGIS Enterprise Builder), and ArcGIS Workflow Manager Server 11.0, and ArcGIS Pro 3.0.3.
