不具合
When sharing a locator from ArcGIS Pro to ArcGIS Enterprise from a shared folder, ArcGIS Pro attempts to copy the locator to the server when the registered ArcGIS Data Store folder and folder connection use a short name as opposed to a fully qualified domain name (FQDN).

This issue is not reproducible in ArcGIS Enterprise 10.9.1 or newer.対処法
Instead of using the short name (\\USER\Shared\Locators\USA) while registering or making a folder connection, use the FQDN (\\USER.ESRI.COM\Shared\Locators\USA).
