When running the Refresh Excel tool, the tool fails to execute and returns the following error message, "ERROR 999999: Something unexpected caused the tool to fail. During in-house reproducing, the error message, "ERROR 999999" is returned if the worksheet (saved in the C drive) is added to a map. The tool runs successfully when the worksheet is not on the map, even if no edits are made. 

For the user, the "ERROR 999999" error message occurs when the worksheet from the Network Drive is added, but not when the file is moved to a C drive.
