When publishing map image layers with labels enabled in ArcGIS Pro 2.8.2 to ArcGIS Server, labels initially appear but disappear upon editing.

The ArcGIS Server Map and Feature Service Security 2023 Update 1 Patch is now live on the support site. The URL is https://support.esri.com/en-us/patches-updates/2023/arcgis-server-map-and-feature-service-security-2023-update-1-patch. This is a 3 version patch for 10.8.1, 10.9.1 and 11.0. This issue is addressed in ArcGIS Pro 3.1 and ArcGIS Enterprise 11.1.対処法
