When polygons are symbolized using the dashed black outline from the ArcGIS 2D style, individual features cannot be selected when clicked using the selection tools.

Use a regular outline to symbolize the polygon features and under that symbol's properties in the Symbology pane use the Dash effect. Select Dash type and set the parameters.再現の手順
