When logging into a new ArcGIS Online account for the first time in an organization with Multifactor authentication (MFA) enforced, the account setup process skips the Recovery Code step for the MFA setup and goes straight to setting up a permanent password for the account.

対処法
Immediately after creating the account, go to the profile's Settings, Security tab, and regenerate and download Recovery Codes.
