不具合
When installing the 'ArcGIS for Server Spatial Analysis Failure on Localized Operating Systems Patch' on a federated Portal with a hosting server and adding services from their hosting server by the URL ('Add Layer from Web') the Analysis tab does not appear.

This issue was tested with both 10.4 and 10.4.1 with the 'ArcGIS for Server Spatial Analysis Failure on Localized Operating Systems patch'. In both these environements, the Analysis was always visible and enabled after using the 'Add layer from Web' option.再現の手順
