This behavior is as designed. ArcGIS Online documentation states, "If the layer you export contains attachments and you want to export the attachments, export to a file geodatabase. When you export the layer to any of the other formats listed below [KML is listed here], attachments are not included." - Pull the hosted feature layer with attachments to ArcGIS Pro;
- Run the Layer to KML geoprocessing tool for the layer;
- Notice that the exported kmz file has attachments; the file shows up in both ArcGIS Pro and Google Earth Pro.
